91 ERRANT COPS FALL IN SWIFT & DECISIVE ACTION VS POLICE ABUSE, IRREGULARITIES


PAGADIAN CITY (Oct. 8, 2018) - Over the past 19 months of crusade against rogue cops and institutionalizing internal cleansing program of the Philippine National Police, the Counter-Intelligence Task Force (CITF) arrested 91 police personnel and neutralized 7 personnel in 50 separate counter-intelligence operations.
 
CITF Commander, PSSupt Romeo M Caramat Jr said the Task Force received a total of 13,481 SMS and calls complaints through its hotline numbers including 1,718 complaints concerning 450 Police Commissioned Officers (PCOs) and 1,454 Police Non-Commissioned Officers (PNCOs) from February 3, 2017 to September 27, 2018.

In addition, CITF investigations led to the filing of administrative cases before the Internal Affairs Service (IAS) against 66 police personnel, and criminal charges in court against 85 other errant police personnel including 21 civilians.

Caramat said 173 complaints and information received by this Task Force were subsequently referred to concerned office of Deputy Regional Director for Operations.

Of the 13,481 complaints and information received since February 3, 2017, 36 complaints involving 75 PNP personnel and civilians were referred for scrupulous investigation and other 137 cases involving 180 PNP personnel and civilians were referred to respective PNP units for proper validation.

CITF added there are also 152 walk-in complainants against 203 PNP personnel and other involved civilians.

Meanwhile, PNP Chief, Director General Oscar Albayalde said the PNP Internal Cleansing Program will be relentless to those personnel who put the organization to shame as the stern program will not spare anyone.

“We will also be resolute in our strong desire to achieve an organizational culture where professionalism and integrity pervade and endure at all times. And our internal cleansing program will not spare anyone.” Albayalde said.

The relentless effort of the PNP thrust on internal reform program has led to the dismissal of 2,169 police personnel, and 4,133 others were suspended for various infractions and violation of PNP rules. In addition, another 368 were also dismissed for drug-related offenses.

PAGADIAN CITY (Oct. 4, 2018) -  The Police Regional Office 9 (PRO-9) awarded Twenty Cops assigned from the different police units in Police Regional Office 9 (PRO-9) for their laudable operational accomplishment during the Monday Flag-raising ceremony held at PRO-9 Parade Ground, Camp Col Romeo A Abendan, Mercedes, Zamboanga City on October 1, 2018.

PCSUPT Emmanuel Luis D Licup, Regional Director of PRO-9 assisted by the Command Group personally pinned down the prestigious PNP Merit Medal “Medalya ng Kagalingan to the performing Twenty uniformed personnel.

Awarded the Medalya Ng Kagalingan (PNP Merit Medal) were the PNP personnel of the 902nd Maneuvering Company of RMFB-9 headed by

Subject was engaged in narcotics trafficking, robbery extortion and gun for hire activities. He was the suspect in the shooting of 2nd Lt. Joseph Cartajena and his companions last November 21, 2016.

ZAMBOANGA CITY (Aug.20, 2018) – Twenty-four police personnel of Police Regional Office 9 (PRO9) were awarded with the PNP Medalya ng Kagalingan for their commensurate operational accomplishments during the Monday Flag Raising Ceremony held at PRO9 Quadrangle, Camp Col Romeo A Abendan, Mercedes, Zamboanga City Monday, August 20, 2018, PRO PIO Chief PCS=INSP Helen L. Zamboanga del Sur has new Police Provincial Director

PAGADIAN CITY, Zamboanga del Sur (June 29, 2018) – Police Senior Superintendent Redendor Lantaca Retusto has assumed Friday morning as new Provincial Director of Zamboanga del Sur Police Provincial Office (ZSPPO). He replaced Police Senior Supt. John Gano Guyguyon after almost three months as OIC provincial director of this province.

PSSupt. Guyguyan was promoted and reassigned in AVSECOM in Manila.
 
Supt. John Gano Guyguyon give his last message and farewell to all ZSPPO personnel including all COPs from different police stations, NUPs, PNCOs and other PCOs from this PPO.

In a simple turnover ceremony at PNP Camp Abelon conference room, out-going provincial director PSSupt. Guyguyan expressed his gratitude to the personnel of ZSPPO for their cooperation during his short term of office as OIC of the said command and advised them also to do the same in the newly desifnated provincial director.

PSSupt. Retusto to his message reminded all the personnel to do their work religiously and continue doing accomplishments most especially in relation to our War on Illegal Drugs-Project Double Barrel and to run after the gun for hire personalities in the province.

PSSupt. Retusto is a native of Laguna City and before his assignment in this province, he was a commanding officer of Police Regional Mobile Force in Police Regional Office-9 in Zamboanga City.

PNP Intensifies Drive against Street Crime

PAGADIAN CITY (June 26, 2018) - Philippine National Police Chief, Director General Oscar D. Albayalde ordered all PNP Units to intensify the enforcement of laws and local government ordinances to prevent the occurrence of street crime nationwide, Police Official said.

Police Regional Office-9 PIO Chief CInsp. Helen L. Galvez disclosed that in a Memorandum circulated to all Police Regional Offices and National Support Units on June 20, 2018, The PNP Chief instructed all Regional Directors to oversee the strict implementation of laws and local ordinances through arrest of violators.

Galvez added that Included in the arrest are those drinking and smoking in public places, roaming the streets without shirts, using karaoke beyond the allowed time, minors violating curfew hours, and others. CInsp.

“Be reminded that among our operational thrusts is the active presence and aggressive deployment of our policemen as an urgent intervention to prevent the occurrence of common street crimes,” Albayalde said.

He added that operations and initiatives will be active in the coming days through the conduct of Oplan Sita, Oplan Bulabog, Oplan Bakal, and other anti-criminality operations all over the country.

In addition, the local police units were instructed to coordinate closely with local and barangay officials in the enforcement of ordinances, and to initiate enactment of ordinances through the Local Peace and Order Councils or Sangguniang Bayan in areas where there are no existing ordinances in support of this drive, she also said.

“I want to reiterate that the PNP will do everything within the bounds of the law. We assure the public that our drive against street crimes is attuned to the existing Police Operational Procedures with due regard to the human rights and dignity of apprehended individuals,” Albayalde said. PRO9 is in need of 1, 090 new police officers for 2018



        
PAGADIAN CITY, Zamboanga del Sur (June 2, 2018) - The Philippine National Police (PNP) is set to recruit a total of 17,935 new Police Officer 1 (PO1) for the calendar year 2018 PO1 regular recruitment program nationwide, Police Official disclosed.
         
PSSUPT Romulo Cleve N Taboso, Chief, Regional Personnel Human Resources Doctrine Development (RPHRDD) said that the 17,935 quota is distributed to the different Police Regional Offices (PRO) and other Police units of the PNP. PRO-9 is allotted 700 for the regular quota exclusively for Public Safety Forces (PSF) in 1st cycle recruitment while another 390 intended for the Attrition quota in 2nd cycle recruitment for a total of 1,090 police recruits intended for the calendar year 2018.
         
PSSUPT Taboso added that the 1st cycle of recruitment is the Public Safety Forces (PSF) regular quota which is set to accept initial requirements on September 17, 2018 for a quota of 700. They are set to take their oath in July 2016.

On the other hand, the 2nd cycle is the PO1 attrition recruitment program, which will commence in October 15, 2018 with a quota of 390. The scheduled oath-taking is in February 16, 2019.
         
The minimum qualifications to become a police officer are as follows:
1. A citizen of the Philippines;
2. A person of good moral character;
3. Must have passed the psychiatric/psychological, drug and physical tests to be administered by the PNP;
4. Must possess a formal baccalaureate degree from a recognized learning institution;
5. Must be eligible;
– PNP Entrance (NAPOLCOM)
– RA No. 1080 (Bar and Board Examinations)
– PD No. 907 (CS eligibility to College Honor Graduates)
6. Must not have been dishonorably discharged from military employment or dismissed for cause from any civilian position in the government;
7. Must not have been convicted by final judgment of an offense or crime involving moral turpitude;
8. Must be at least one meter and sixty-two centimeters (1.62m) in height for male and one meter and fifty-seven centimeters (1.57m);
9. Must weight not more or less than five kilograms (5kg) from the standard weight Corresponding to his/her weight, age, and sex; and
10. Must not be less than twenty-one (21) nor more than thirty (30) years of age.

Applicants will also undergo and must pass the neuro- psychiatric/psychological screening, physical agility test, physical/medical/dental examination, drug test to determine their physical and mental health and the final board interview by the members of the PRO9 screening committee.

As this developed, the PNP is now accepting online application for initial screening and evaluation to the interested qualified, competent and determined applicants for PO1 thru the PNP Online Recruitment Application System (ORAS) website www.regular.pnp-dprm.com.

This ORAS is a web based and a central recruitment application system that simplifies the submission of accomplished PNP PO1 Application Form. Through this, it also addresses queries regarding the recruitment process.

30 Police Officers get Medalya ng Kagalingan Award



PAGADIAN CITY, Zamboanga del Sur (May 22, 2018) - Some thirty police officers from the different units of Police Regional Office 9 (PRO-9) received the Medal of Merit (Medalya ng Kagalingan) award.

PCInsp. Helen L. Galvez, PRO-9 Chief PIO said the awarding was held at PRO9 Quadrangle, Camp Col. Abendan, Mercedes, Zamboanga City during the Monday Flag raising Ceremony, May 21, 2018.  

PCSUPT Franklin Moises Mabanag, Deputy Regional Director for Administrations of Police Regional Office 7 was the guest of honor and speaker during the awarding ceremony, she said.

CInsp. Galvez disclosed that five police officers from the Police Regional Office 9 (PRO-9), five from Criminal Investigation and Detection Group (CIDG9), ten from Regional Mobile Forces Battalion 9, five from 55th Special Action Battalion-PNP SAF and five from the Zamboanga del Sur Police Provincial Office were awarded.
         
Police Chief Superintendent Billy B Beltran, Regional Director of PRO-9 assisted by PCSUPT Franklin Moises Mabanag pinned the Medals of Merit to the 30 Police Officers who were involved in the successful law enforcement operation in Sominot municipality of this province on May 19, 2018, Chief PIO said.

The police officers were awarded with Medalya ng Kagalingan in recognition of their distinct accomplishment in the implementation of series of Search Warrant against gun for hire personalities in the municipality of Sominot, Zamboanga del Sur, CInsp. Galvez added.

The combined police operatives successfully arrested the leader of gun-for-hire group and 14 of his members, including a former mayor of the said municipality and a council representative during the law enforcement operation on May 19, 2018, she also said.
         
CInsp. Galvez said that the operating team recovered during the operation from the suspects were 10 high-powered assorted firearms, seven .45 caliber pistols, three M16 rifles, and a .38 caliber revolver, three fragmentation grenades and assorted ammunitions. (By JONG CADION)
